ISO Training & Certification

What Is PECB Certification? PECB vs CQI-IRCA vs Exemplar Global

When an ISO training course lists its accreditation, the name of the certification body matters more than most professionals realise. PECB, CQI-IRCA, and Exemplar Global are the three bodies that accredit the majority of ISO Lead Auditor and Lead Implementer training globally.

They are not interchangeable, they are not equally recognised in every market, and choosing the wrong one for your sector or geography can mean completing a rigorous five-day course and emerging with a credential that your target employers or procurement authorities do not readily recognise.

At HSEQ Professionals, we are accredited training partners for all three bodies, which puts us in a position most training providers are not: we can offer the same ISO course under whichever accreditation best serves the participant’s career goals, sector, and the markets they operate in. This guide explains what each certification body is, how they differ in practice, and how to decide which is the right choice for you.

What Is PECB Certification?

PECB – Professional Evaluation and Certification Board, is an internationally accredited certification body that develops and administers certification programmes for management system professionals. PECB certifications are built on the ISO/IEC 17024 standard for personnel certification, which establishes internationally recognised requirements for how bodies assess and certify individual competence.

PECB’s accreditations include the International Accreditation Service (IAS), the United Kingdom Accreditation Service (UKAS No. 21923), and COFRAC in France. all under ISO/IEC 17024. These are not marketing claims; they are verifiable, externally audited accreditations that confirm PECB’s examination and certification processes meet an internationally benchmarked standard for personnel certification.

PECB offers one of the broadest catalogues of ISO management system programmes of any certification body, covering over 20 standards including ISO 9001, ISO 14001, ISO 45001, ISO 27001, ISO 22301, ISO 31000, ISO 37001, and more. For HSEQ professionals who need credentials across multiple standards, or who work in markets where PECB has strong employer recognition, particularly the Middle East, North America, and South Asia, this breadth is a practical advantage.

PECB exam format:
All PECB Lead Auditor and Lead Implementer courses are followed by a formal written examination. The exam can be sat at the end of the 5-day course or online at a later date. Passing the exam is required to apply for the PECB certified credential. Credentials require annual CPD maintenance to remain active, meaning employers can verify that a PECB-certified professional is current, not simply qualified at a point in the past.

What Is CQI-IRCA Certification?

CQI-IRCA – the Chartered Quality Institute’s International Register of Certificated Auditors, operates differently from PECB and Exemplar Global. The CQI approves Lead Auditor training courses against a defined syllabus; IRCA then maintains a register of practising auditors who have completed approved training and accumulated sufficient real-world audit experience.

Completing a CQI-IRCA approved Lead Auditor course produces a training certificate, not an immediate auditor credential. To become a registered IRCA Auditor or Lead Auditor, practitioners must separately apply to IRCA with evidence of completed audits, for Lead Auditor status, this involves a documented history of seven audits totalling 35 days, with 25 days on-site. This experience requirement is what distinguishes IRCA registration from a training credential: IRCA Lead Auditors are practising auditors with verified field experience, not only course completers.

CQI-IRCA is accepted in over 120 countries and carries particularly strong recognition among major international certification bodies, BSI, LRQA, Bureau Veritas, SGS, and TÜV, which employ IRCA-registered auditors for third-party certification audits. For professionals pursuing a career with a certification body, or working in UK and European markets where CQI membership is valued, CQI-IRCA is often the more strategic choice.

What Is Exemplar Global Certification?

Exemplar Global – formerly RABQSA, is a globally accredited personnel certification body operating under ISO/IEC 17024. It maintains a register of certified management system auditors and professionals across multiple disciplines, with particular strength in food safety (ISO 22000, FSSC 22000), environmental management, and information security sectors.

Exemplar Global certification is well-regarded in North America, Asia-Pacific, and in sectors where RABQSA credentials were historically dominant, including food manufacturing, environmental compliance, and IT governance. For professionals operating across these geographies or sectors, Exemplar Global certification provides a credential that is directly recognised by the organisations and certification bodies active in those markets.

How to Choose the Right ISO Auditor Certification

The right certification body depends on three variables: where you work, who your clients or employers are, and which ISO standards you need to cover. The following guidance is drawn from the experience of placing professionals across HSEQ disciplines in the Middle East, Pakistan, and North America:

choosing the right certification

Choose PECB if:

  • You work in or are targeting the Middle East, Gulf, or South Asian markets, where PECB has strong employer and procurement authority recognition.
  • You need credentials across multiple ISO standards — PECB covers ISO 9001, 14001, 45001, 27001, 22301, 37001, 31000, and more under a single certification framework.
  • You want an exam-based credential that is independently verifiable through the PECB registry, useful for client-facing roles where certification status is checked.
  • You are new to formal ISO training and want a structured pathway that produces a credential immediately on passing the exam, without a separate experience-based application process.

Choose CQI-IRCA if:

  • You are targeting employment with an international certification body (BSI, LRQA, Bureau Veritas, TUV), most require IRCA-registered auditors for their third-party audit teams.
  • You are building a career in UK or European markets, where CQI membership and IRCA registration carry strong professional recognition.
  • You already have audit experience to log and want the IRCA register to verify your practical competence, not just your training completion.

Choose Exemplar Global if:

  • You work in food safety, environmental management, or IT governance, sectors where Exemplar Global (RABQSA) credentials are specifically sought by employers and certification bodies.
  • You are based in North America or Asia-Pacific, where Exemplar Global’s market presence and employer recognition is strongest.

Why HSEQ Professionals Offers All Three Accreditations

Most ISO training providers are accredited by one body. Selecting your training provider based on accreditation alone means you may be choosing between the provider and the certification pathway, a compromise no professional should have to make. HSEQ Professionals holds accredited training partner status with PECB, CQI-IRCA, and Exemplar Global, meaning participants can complete any of our ISO courses under the accreditation that best serves their career goals, without changing providers.

Every course HSEQ Professionals delivers is a 5-day structured programme combining clause-by-clause technical instruction, practical audit simulation exercises, and formal assessment preparation. Our instructors are certified Lead Auditors with active field experience, not career trainers who have never conducted a real certification audit.

The practical exercises in our courses are designed around the sectors our participants work in: oil and gas, construction, manufacturing, healthcare, and government, not generic factory scenarios from a standard training manual.

Our regional delivery advantage:
We deliver accredited ISO Lead Auditor and Lead Implementer training from offices in Jeddah, Riyadh, Karachi, Lahore and online globally. Courses in Saudi Arabia are available in bilingual English and Arabic. Participants in our programmes receive post-course support including exam preparation guidance and access to our team for clarification questions before sitting their certification examination.

Frequently Asked Questions

  • Is PECB certification recognised in Saudi Arabia?

Yes. PECB certifications are recognised by employers, procurement authorities, and major clients across Saudi Arabia, the wider GCC, and Pakistan. PECB’s UKAS accreditation, a UK government-backed national accreditation body, provides an internationally credible basis for employer recognition.

Major Vision 2030 project contractors, Aramco-aligned suppliers, and government procurement systems in the Kingdom accept PECB-certified HSEQ professionals as meeting their qualification requirements.

  • Is PECB harder than CQI-IRCA?

Both require completing a 5-day Lead Auditor course and passing a formal written examination. The course content covers similar ground, clause-by-clause requirements of the ISO standard, audit planning, conducting opening and closing meetings, writing nonconformity reports, and managing audit teams.

The key structural difference is that CQI-IRCA Lead Auditor registration (as distinct from the training certificate) requires documented real-world audit experience, which PECB credential maintenance does not mandate before initial certification. PECB may therefore be more accessible for professionals earlier in their auditing careers.

  • Can I hold PECB and CQI-IRCA certifications in the same standard?

Yes. There is no restriction on holding certifications from multiple bodies for the same ISO standard. Many experienced HSEQ auditors hold PECB and IRCA credentials concurrently, particularly those working across both Middle Eastern and European markets where different credentials carry different recognition. HSEQ Professionals can advise on the most practical sequencing if you are planning dual credentialing.

  • Which certification body is best for ISO 45001?

All three bodies, PECB, CQI-IRCA, and Exemplar Global offer ISO 45001 Lead Auditor programmes. For HSEQ professionals in the Middle East and South Asia, PECB is generally the most widely recognised for ISO 45001 in procurement and tender qualification contexts.

For professionals targeting employment with international certification bodies conducting third-party ISO 45001 audits, CQI-IRCA registration is the more strategic pathway. Contact our team to discuss which is the right fit for your specific role and target market.
